“Based on the notions put forward by the Ministry of the Interior and the State Security Service regarding the new concept of secret intelligence operations, we suggest taking advantage of the new legislation on business organizations (Act VI of 1988) to provide cover for the staff and guarantee safe operations for the subdivision by setting up a business company. According to the proposed organizational scheme, legalization must be built on a completely new basis, highlighting that the staff conduct a wide range of public services externally, building a correspondingly wide network of connections and thus legalizing operative work.” (Proposal for the legalization of the covert facilities of the surveillance team in Győr, 1 September 1989)
